    1. I don't have any idea why this book become a primary textbook for Legal Aspect of Public Decision-Making Process. I don't even have anything to take away from this book. It gives you bunch of information, but it doesn't even answer simple question: "is legal aspect considered as constraint in achieving the ultimate goal resulted from the people's consensus?"
